The City Clerk is the custodian for all official records and legal documents of the City. This office is responsible for managing municipal records, City-wide records management program, business licenses, serving as Secretary on the Firemen's Pension & Welfare Board and the Volunteer Firefighter's Board of Trustees, processing various actions of the City Council, preparing minutes, and assuring that all legal requirements are met.
Accounting - the Finance Department manages the accounting and financial preparation functions for the City; maintains the payroll system with checks issued bi-monthly; processes monthly miscellaneous accounts receivable and utility billings; processes annual Local Improvement Districts billings; maintains monthly statement of revenue and expenditures to all departments and other repots as requested. The Finance staff prepares the Financial Annual Report and the City of Toppenish Annual Budget for publication.
Utility Customer Service - The Finance Department is responsible for the collection and recording of all City funds. These include payments for cemetery, Local Improvements Districts, utilities, and miscellaneous accounts receivables. The staff assists customers with inquiries pertaining to their accounts, questions, and complaints.
